Pets add companionship, loyalty, pleasure, and sheer fun to your life. The City of Hopkins regulates pets so that everyone can enjoy animals safely and without annoyance.

Quantity Limits
No person shall keep, harbor or maintain in any individual dwelling unit within or upon the property located within the city more than four animals over the age of six months. This includes any combination of dogs, cats, ferrets, reptiles, birds, etc., but not more than three dogs, and does not include fish.
Restraint Requirement
As a pet owner you are required to keep your dog(s) under restraint at all times.
Barking & Noise
Any dog which, by any noise, unreasonably disturbs the peace and quiet of any person in the vicinity is considered a nuisance dog. This includes dogs that bark or whine repeatedly over a five-minute period of time.
Animal Impound
- $35 first offense in calendar year
- Additional offenses cost the number of offenses $35 each
