HCSF Eligibility/Rebate Amounts

Eligible Entities 

The following entities are eligible to receive rebates from the City of Hopkins. The rebated amounts vary by eligible entities and technologies as described in the tables below.

Income Qualified Residential: Individuals who rent, own, or manage a one- to four-unit residential property within the City of Hopkins where residents are Xcel Energy or CenterPoint customers and earn 80% or less of area median income based on household size*.

    • 1-member household: $72,950
    • 2-member household: $83,400
    • 3-member household: $93,800
    • 4-member household: $104,200
    • 5-member household: $112,500
    • 6-member household: $120,900
    • 7-member household: $129,250
    • 8-member household: $137,550

* Income limits are calculated by the U.S. Department of Housing & Urban Development, and are adjusted annually. Your annual adjusted gross income (AGI) can be found on your most recently filed federal income tax return.

Non-Income Qualified Residential: Homeowners or renters within the City of Hopkins who are Xcel Energy or CenterPoint customers and earn 80% or more of Hopkins median income.

  • Residents who Rent: 
    • Renters are encouraged to work directly with their property owner/manager to encourage use of this program. 
    • Renters must have permission of the property owner to be eligible for rebates and must understand that some upgrades would remain with the property at the end of their lease.
    • Renters who wish to apply for the electric bike rebate do not need to obtain permission from their property manager and may keep the bike at the end of their rental term.

Multi-Family Buildings: Multi-family properties located within the City of Hopkins with five or more units.

Commercial and non-profit: Property owners, lessees or managers of existing commercial buildings located within the City of Hopkins.

  • Commercial Lease Holders: Businesses leasing their spaces must have permission of the property owner to be eligible for the rebates and understand that some upgrades would remain with the property at the end of their lease.

Green Infrastructure Bonus: Eligible multifamily or commercial properties that are located in the urban heat island area of concern, along either the Blake Road or Excelsior Boulevard corridors, are eligible to receive a bonus rebate (see tables below). The property must complete their HCSF project and also complete an eligible site improvement to receive the bonus rebate. 

Eligible improvements include:

    • an energy audit of the building and shared report of the energy audit with the HCSF Program Manager
    • site improvements that increase shade by 10% or more
    • site improvements that convert 10% or more of dark impervious surfaces to cool pavement
    • replace rooftops with white membranes or green roofs

*Applicants should check with both Xcel and CenterPoint for eligible rebates. HCSF will offer a rebate on both attic and/or wall insulation. Doors and windows are not eligible.

Changes made during the 2023 legislative session may require property owners to receive a Home Energy Squad Visit prior to receiving rebates for insulation and air sealing. Confirm with your installer prior to signing a contract.
