501 & 525 Mainstreet

Proposed Project

Footprint Development proposes a two-phased multi-unit redevelopment of the properties.  The initial phase consists of a 41-unit three-story multi-household apartment building at 501 Mainstreet with a surface parking facility at 15 - 6th Avenue North. The second phase of the concept development is a 33-unit three-story multi-household apartment building at 525 Mainstreet.

Upcoming Public Meetings

Project approvals for the first phase will be reviewed by the Hopkins Planning and Zoning Commission meeting on Tuesday, October 28, 2025, at 6:30 p.m., in the Council Chambers at Hopkins City Hall. The City Council is expected to review the request at their November 18th regular meeting.

Project Background

Based on developer interest and a desire to put HRA-owned land into productive use, the City of Hopkins issued a Request for Proposals (RFP) in October 2024 for four development sites: 

  • 102 10th Avenue North (Lot 800)
  • 501 Mainstreet
  • 525 Mainstreet 
  • 15 6th Avenue N

Proposals were accepted through December 20, 2024. 

One proposal was received from Footprint Development for the Mainstreet and 15 6th Avenue N properties. The proposal was reviewed by the City Council in a closed-door meeting on January 14, 2025. Based on City feedback, the developer adjusted the site plan to add additional parking, and the proposal was again discussed at the February 4, 2025, closed-door City Council meeting. 

The City Council elected to continue discussions and take next steps with the developer through a Preliminary Development Agreement, approved at the March 4, 2025 Council meeting. Per the process outline in the Agreement, the developer hosted a neighborhood meeting, which occurred on March 12, 2025, at Hopkins City Hall.

The proposal was submitted for a Concept Review Application for initial comments and feedback prior to a formal land use application. The concept was brought forward at the March 25, 2025 Planning & Zoning Commission meeting, subsequently reviewed by the City Council at their April 8, 2025 meeting. 

Additionally, the project financials were reviewed by the City’s financial advisor and environmental site assessments will be updated. After those steps were completed, the City negotiated the terms of a Purchase and Development Agreement which were brought to the HRA and City Council for approval on July 15, 2025.

Funding support for this project is being provided by the Metropolitan Council Metropolitan Livable Communities Fund.
